Since the PlayStation 3 has always meant to take over the team, introducing a wireless keyboard was only a matter of time, because without it, surf the Internet is almost impossible. Yes, your Playstation 3 has to be on for you to charge the Sixaxis Wireless Controllers. You can charge the controller 3 different ways:
You can plug the controller into the PS3 while it's on.
You can plug the controller into a laptop or computer and it will charge that way. The laptop or computer must be on for the PS3 controller to charge.
And, you can charge it by plugging it into a wall. But to plug the controllers into a wall outlet, you need to buy the wall chargers seperately.
To fully charge the controller on low battery power, it would take about 1 hour to 1 hour and 20 minutes.
Also, you can charge the controller while you play a game.
